HECSA Small Business Office

Welcome to Humphries Engineer Center Support Activity (HECSA) Small Business Program Office

HECSA supports the Headquarters of U.S. Army Corps of Engineers (HQUSACE), Institute for Water Resources (IWR), Strategic Environmental Research and Development Program (SERDP) 249th Engineers Battalion, Prime Power School. HECSA reports Directly to HQUSACE Director of Contracting. .

SMALL BUSINESS OFFICE MISSION STATEMENT:

To sustain the Corps of Engineers as a premier organization in developing small businesses while maximizing procurement opportunities for small and disadvantage businesses to participate in.  Ensuring a broad base of capable supplier’s availability to support the Corps of Engineers mission and strengthen our Nation’s economic development.

By:

  • Providing training, assistance and counseling to the small business community about doing business with the USACE.
  • Providing training, assistance and counseling to our internal customers about contracting with small businesses.
  • Assisting internal customers in identifying small business resources to meet their needs.
  • Conducting outreach and match-making events.

This is a one person shop:

  • Small Business Program Manager
  • Competition Advocate

Nevertheless, it is my intention to be the premier small business office in the Army and to ensure that the HECSA is recognized and respected for its comprehensive and proactive programs that contribute significantly to the benefit of the U.S. Government and small businesses concerns, and in particular to the well-being of service members world-wide.
